(a) The American Samoa government is recovering slowly and surely but not to the extent that we can forego entirely the administrative and financial controls which we have instituted earlier this year. As a matter of policy, the Executive Branch win continue to exercise frugality in the management of its affairs until the government financial situation and the local economy have stabilized and long term solutions to our financial management system have been implemented.

(b) Accordingly, by the authority vested in the Governor of American Samoa by the revised constitution and laws of American Samoa, it is ordered that the provisions set out in this chapter shall be followed.
