(a) The environmental quality commission was established by the Legislature in 24.0105(a) A.S.C.A., which reads as follows: ‘There is created an environmental quality commission referred to in this chapter as the commission. The commission consists of 5 members to be appointed by the Governor to serve for an indefinite period of time.”

(b) In accordance with 24.0105(a) A.S.C.A., the Governor has designated the Lieutenant Governor as chairman of the commission and the government ecologist as the executive secretary. Other members are the director of public works, the director of economic development and planning, and the director of health, or their representatives.
